Shanghai has 4000 towers block and 2000 on the planning board yet to be made, but with planning permission. Towers blocks are everywhere dancing across the landscape of the city. The city is spreading upwards re-housing people in the sky. The city is in flux moving in all directions, economically, socially, and environmentally. The title “Brilliant City” refers to the location, a residential estate, comprising of 25 tower blocks in Shanghai, China. The British Council had a flat on the 34th floor, which is where I stayed during an arts residency stay in Shanghai with the British Council Artist Links Program.
